Beijing+30 Political Declaration Negotiations Conclude, Marking Renewed Global Commitment to Gender Equality
New York City, 11th March 2025 – After more than 48 hours of intensive intergovernmental negotiations spanning February and March 2025, Member States of the United Nations have finalized the Beijing+30 Political Declaration, reaffirming their dedication to achieving gender equality and empowering women and girls worldwide.
The negotiations involved multiple revisions of the draft text, leading to a Political Declaration that addresses crucial aspects of gender equality. The final document, structured with a chapeau, preambular, operative, and closing paragraphs, reflects a comprehensive approach to advancing women’s rights.
The operative paragraphs, thematically organized for clarity, cover key areas such as inclusive development, poverty eradication, freedom from violence, participation and accountability, peaceful societies, and environmental sustainability. Member States engaged in robust discussions, participating both in national capacities and through various regional and thematic groups.
The negotiations highlighted diverse perspectives and key areas of contention, including language related to adolescent girls, climate change, equal pay, gender-based violence, and sexual and reproductive health and rights. Despite these challenges, language on these critical issues was retained in the final declaration, demonstrating Member States’ commitment to advancing gender equality.
The final declaration acknowledges:
– The importance of addressing multiple and intersecting forms of discrimination.
– The necessity of promoting gender-responsive policies and institutions.
– The critical role of data and statistics in monitoring progress.
– The need to address digital gender divides.
The importance of addressing all forms of gender-based violence.
While progress was made, contentious discussions emerged regarding terminology on sexual and reproductive health and rights, as well as the inclusion of all women and girls in all their diversity. These debates reflect the ongoing need for dialogue and advocacy in shaping global commitments to gender equality.
